Legal Basis

The Law 173 of August 12, 1988, as amended (in the 1997, law 185; 1998, law 74, 1999, laws 047 and 104) is known as the “Law of the Board of Examiner of Engineers, Architects, Surveyors and Landscape Architects of Puerto Rico”.

The purpose of this law is to regulate the practice of engineering, architecture, surveying and landscape architecture in Puerto Rico, having in control among other responsibilities, the register and licensure of qualified people as professionals, and for the certification of engineers, architects, surveyors and landscape architects in training.

For the the purpose of protecting life, health and property, and to encourage general public welfare, all person that practice the profession or offer professional service as an engineer, architect, surveyor or landscape architect in Puerto Rico, no matter that is in the public or private sector, will be enforced to present supporting evidence that it is authorized in compliance and in accordance to this law to practice as an engineer, architect, surveyor or landscape architect in Puerto Rico, that is inscribed in the Register of the Board, and that is an active member of the Association Engineers and Surveyors of Puerto Rico (Colegio de Ingenieros y Agrimensores de Puerto Rico), or an active member of the Association of Architects and Landscape Architects of Puerto Rico (Colegio de Arquitectos y Arquitectos Paisajistas de Puerto Rico), conforming to each circumstance.

The By-Law 7749 approved on September 23, 2009 creates the Regulation of the Board Examiner of Engineers and Surveyors of Puerto Rico. The purpose of this by-law is to control the operations and the administration of the Board according to the Law 173, previously mentioned.

The By-Law 6675 approved on January 28, 2009 and afterwards amended with the By-Law 7814 of February 22, 2010, creates the Regulation of Continuous Education of Engineers and Surveyors of Puerto Rico. The purpose of this Rule is to establish guide-dances and standards to regulate the activities for Continuous Education in the professions of Engineering and Surveyors to keep professional knowledge and there necessary skills updated, in order to maintain excellence professionals services that will be valuable to all the community.

The Board will use as a guide for discussions and decisions, the bylaws, policies and procedures of the National Council of Examiners for Engineers and Surveyors (NCEES). If there is a conflict between the precedents and decisions of the Board and the NCEES; the Board´s precedents and decisions will have predominance.

The NCEES will be in charge of all evaluation of academic credentials of professional applicants that possess academic degrees of universities and educational institutions outside the United States and his territories, and that are not accredited or certificates by ABET. Puerto Rico Board will not accept academic credentials evaluations from other entities.

Professional Credential Services, Inc. (PCS) is the company contracted by the Department of State to administer and process the applications and offerings of Fundamental and Professional Board Examinations.

Also, PCS is the company contracted by the State Department to manage the electronic system that will be available for the purposes of certification and licensing related to our professions, the electronic system that will be available for certification (FE and FS) and licensees (PE and PS) applications related with our professions.
