Message from the Secretary of State on November 19, 2013

“This year, on the 100th anniversary of the birth of the distinguished Puerto Rican Arturo Morales Carrión, the real author of the foreign affairs plan for Puerto Rico, we honor his work by reprising his original drive and rescuing the validity of his ideas, which are now so essential to our future as they were in his time. His internationalist vision and his acknowledgement of Puerto Rico’s economic, social and cultural interests beyond its shorelines, his clear differentiation between the common interests we have with the United States and the particular interests of Puerto Rico, given its insular, Caribbean, and Latin American realities; these are the basic principles of Mr. Arturo Morales Carrión’s vision, and they are what inspires us today to take the baton, assume the responsibility of finishing the race, and embark on a major coordinate project of foreign affairs that will result in an unquestionable benefit for the country.

Today we are taking the first step in this direction by issuing Administrative Order 2013-07, which clearly defines our policy on Academic Diplomacy and through which the Diplomatic and Foreign Affairs School Dr. Arturo Morales Carrión is created.” – Honorable David E. Bernier Rivera

The School is established

On November 19, 2013 the Secretary of State, Honorable David E. Bernier Rivera, established the Diplomatic and Foreign Affairs School of the Department of State, which was named in honor of Dr. Arturo Morales Carrión. Through the Administrative Order 2013-07 the school was created and the Public Policy on Academic Diplomacy was defined.


How does the School work?

The Diplomatic and Foreign Affairs School consists of seven (7) principal programs that are carried out through agreements and alliances with public and private entities of the educational and community sectors in the Island and in foreign countries.

Its importance nowadays

Looking ahead, the School seeks to contribute significantly to the development of Puerto Rico for two major reasons. First, it is necessary for Puerto Rico to insert itself in the current global trends, were internationalization – with all its many nuances and aspects – constitutes an obligation for all nations of the world that expect to develop and survive in these times. Second, it is essential to generate real and measurable benefits for our country so that the benefits of internationalization can be made tangible.
