Legal Basis

Article IV, Section 4 of the Constitution of Puerto Rico, establishes among the duties, functions and powers of the Governor, the designation in the manner stipulated by the Constitution or by law, of all officers for whose appointment the Governor is authorized.

Under Article 54 of the Political Code of 1902, the Governor shall decree that a registry of all appointments made by him/her be kept with the dates and names of incoming and outgoing employees.

This function was performed by the Secretary of Puerto Rico (1902-1917) and the Executive Secretary of Puerto Rico (1917-1952) and after the Constitution was promulgated it went on to be performed by the Secretary of State of Puerto Rico. This delegation made by the Governor recognizes the Secretary of State as the custodian of the Registry of Appointments.

The Appointments Office currently has 380 registered government agencies, including the Cabinet of the Governor, Heads of Agencies, Committees, Councils, Commissions, Advisory Boards, Boards of Appeals, Consultative Boards, Boards of Directors, Boards of Examiners of the Department of State and the Department of Health, Government Boards, Officers of the Judiciary and the Public Ministry, etc.

Services Offered
  • Prepare identification cards of certain public officials and members of the Boards of Examiners of the Department of State and the Department of Health;
  • Certifications of Appointment and Incumbency;
  • Advice on the process of appointments;
  • Provide information on data of particular organizations such as composition, terms, etc.

Note: All requests for information of public documents should be sent in writing to the Secretary of State.

Examination Boards appointed to the Department of State

Among the main functions of the Appointments Office of the Governor is to maintain a pool of pre-qualified candidates to belong to the Examination Boards attached to the Department of State. These candidates must meet the requirements required by the law of each Board.

The requirements to be a member for each Board are:

(Every application shall be accompanied by a Negative Criminal Record Certificate.)

1. Board of Examiners for Accreditation of Theater Actors of Puerto Rico

  • Theatre actors with at least ten (10) years of experience in that discipline.
  • Residents of the Commonwealth of Puerto Rico.

2. Board of Examiners of Agronomists

  • Citizens of the United States.
  • Legal residents of the Commonwealth of Puerto Rico at the time of the appointment.

3. Board of Examiners of Drafters

  • Citizens of the United States.
  • Legal residents of the Commonwealth of Puerto Rico at the time of the appointment.

4. Board of Examiners of Beauty Specialists

  • Composed of seven (7) members of which five (5) shall be beauty specialists, one (1) specialist in acrylic, artificial, and sculptured nails and one (1) esthetician.
  • Five (5) members must have active professional experience in the practice of the profession of beauty specialist in Puerto Rico, three (3) of which must have exercised this profession for not less than five (5) years.

5. Board of Examiners of Professional Real Estate Appraisers

  • Four (4) shall be duly authorized professional appraisers. As far as possible, there will be representation of licensed and certified appraisers.
  • One (1) shall not be an appraiser and will represent the public interest.
  • None may have pecuniary at a school or college that offers courses or professional appraisal studies or Real Estate Continuing Education.

6. Board of Examiners of Geologists of Puerto Rico

General Requirements:
  • Over 21 years of age.
  • Residents of Puerto Rico.
  • Being in good conduct and moral standing in the community.
Special Requirements:
  • Geologists will have at least five (5) years of professional practice in Puerto Rico and are licensed by the Board.
  • The Civil Engineer must possess a license issued by the Board of Examiners of Engineers, Architects and Surveyors of Puerto Rico.
  • The Chemist must have a license issued by the Board of Examiners of Chemists of Puerto Rico.

7. Board of Examiners of Engineers and Surveyors

  • Composed of nine (9) members, two (2) of whom shall be civil engineers, one (1) mechanical engineer, one (1) electrical engineer, one (1) industrial engineer, one (1) chemical engineer, (1) computer engineer and two surveyors.
  • They must be duly licensed to practice their respective professions in Puerto Rico and be active members of their respective professional associations. They must have actively practiced their professions as engineers or surveyors, as applicable, for a period of at least seven (7) years and for at least three (3) of those years must they must have been in charge of direct supervision or primary responsibility for projects or works of engineering or surveying, as applicable.

8. Board of Examiners of Architects and Landscape Architects.

  • Composed of two (2) architects, two (2) landscape architects and one (1) representative of the public interest that does not belong to the these professions, but has qualities, interest and dedication to what these professions represent.
  • They must be duly licensed to practice their respective professions in Puerto Rico and be active members of their respective professional associations. They must have actively practiced their profession as architects or landscape architects, as the case may be, for a period of at least seven years, and for at least three of those years they must have been in charge of direct supervision or primary responsibility for projects or jobs of architecture or landscape architecture, as the case may be.

9. Board of Examiners of Master and Journeyman Plumbers

  • Master plumbers with no less than five (5) years of experience.
  • One (1) must be master plumbing teacher in a technical school.

10. Examination Board of Water and Wastewater Treatment Plant Operators of Puerto Rico

  • Private citizens.
  • Of recognized integrity.
  • Have knowledge about water pollution or treatment.

11. Board of Examiners of Professional Planners of Puerto Rico

(Composed of one (1) representative of the public interest, one (1) representative from the Planning Board and three (3) professional planners)

  • Over 21 years of age.
  • Resident of Puerto Rico for not less than five (5) years.
  • Be in good behavior.
  • Professional Planners and have practiced planning in Puerto Rico for a period of five (5) years.
  • Have no pecuniary interest in a school or college that offers courses or professional studies in Planning.

12. Board of Examiners of Qualified Electricians

  • Of legal age.
  • Citizens of the United States of America.
  • Qualified Electricians authorized by law to exercise the profession and members of the College of Qualified Electricians.
  • Have practiced the profession of Qualified Electrician, and licensed as such, for at least five (5) years prior to the appointment.
  • May not be members of the Board those who are Members of the Governing Board of the College of Qualified Electricians of Puerto Rico, its employees, supervisors or members of permanent or temporary Committees of the College of Qualified Electricians of Puerto Rico. Persons who are owners of private schools of electricity or who are shareholders or belong to the Board of Directors or the Board of Trustees of a school or private school where studies leading to obtain a license as qualified expert electrician or assistant of qualified electrician may neither be members of the Board.
  • No person may be appointed for more than two (2) consecutive terms.

13. Board of Examiners of Chemists

  • Of legal age.
  • Have resided in the Commonwealth of Puerto Rico for not less than five (5) years before being appointed.
  • Have at least five (5) years of experience in the practice of the profession as Chemist.
  • Be an active member of the Association of Chemists of Puerto Rico.

14. Board of Examiners of Automotive Technicians and Mechanics

  • Three (3) will be automotive technicians with no less than five (5) years of experience. At least (1) shall have experience in the management and operation of services in a mechanical workshop. These require Senate confirmation.
  • The fourth member will be a representative of the Secretary of Transportation and Public Works and should be related to the Motor Vehicle Inspection. He or she shall be appointed by the Governor upon the recommendation of the Secretary of Public Works and this position does not require Senate confirmation.
  • Of legal age.
  • Citizens of the United States of America.
  • Have resided in Puerto Rico during the three (3) years prior to this appointment.

15. Board of Examiners of Electronics Technicians

  • Over twenty-one (21) years of age.
  • Have resided in Puerto Rico.
  • Be in good behavior.
  • Have worked as a radio and tele-receptors technician for not less than three (3) years prior to the appointment.
  • Possess license issued by the Board to act as radio and tele-receptors technician.

16. Board of Examiners of Refrigeration and Air Conditioning Technicians

  • Of legal age.
  • Citizen of the United States of America.
  • Resident of Puerto Rico at the time of the appointment.
  • Be in good behavior.
  • Have practiced the profession of refrigeration and air conditioning technician for a minimum period of three (3) years in Puerto Rico.
  • Possess license to engage in the practice as technician of refrigeration and air conditioning in Puerto Rico.
  • Be a member of the Association of Refrigeration and Air Conditioning Technicians.

17. Board of Examiners of Social Work Professionals of Puerto Rico

  • Social Workers collegiate member.

18. Board of Examiners of Realtors, Salespeople and Real Estate Companies of Puerto Rico

  • People of recognized moral probity.
  • Over 21 years of age.
  • Residents of the Commonwealth of Puerto Rico.
  • Three (3) shall be duly licensed Realtors, with recognized professional competence and must have practiced the profession of Realtor for not less than three (3) years.
  • One (1) will represent consumers. He or she may exercise any trade or profession and have some knowledge about the Real Estate.
  • One (1) will represent the public interest and should be an attorney.
  • No member of the Board may hold academic positions or be teachers, owners, shareholders, directors or members of the Board of Trustees or Directors of a local institution, college or school with educational programs for realtors or salespeople of real estate.

19. Board of Contractors of Waterproofing, Coating and Roofs Repairing Services of Puerto Rico

  • Resident of Puerto Rico.
  • Over 21 years of age.
  • Have good moral reputation.
  • Possess license as waterproofing, roofing and roof repair contractor.
  • Being active in such activity in Puerto Rico.
  • License is granted without examination to the initial members.
